The article covers features of govenmental and public control in providing sanitary epidemiologic well-being of population and consumers' rights protection. Based on analysis of contemporary legislation, the authors evaluated terms "control" and "supervision", having different legal nature. The authors determined specific traits and define subjects and objects for public control in relationships aimed to provide sanitary epidemiologic well-being of population, evaluated legislative basis of citizens' claims to Rospotrebnadzor, pointed at difficulties in implementation of public control in connection with necessity to create new organizational and legal mechanisms widening control possibilities.

The article presents structural and functional model based on systemic approach to improve evaluation of health state of workers engaged into chemical industry. The author specified hygienic criteria of work conditions and health state criteria to evaluate health risks due to chemical factors.

The author justified hygienic monitoring of work conditions as a system of scientific and practical knowledge to rank enterprises within an agricultural region according to level of exposure to occupational hazards, to minimize occupational risks. Topicality of the problem lies in defining cause-effect relationships between working environment factors and workers' health in the region of Russian Federation.

The article covers analysis of work conditions for aluminium plant workers, through workplaces certification. The authors specified work condition classes according to the jeopardy degree. ⋯ Findings are that 60.4% of the occupational diseases are diagnosed among electrolysis workers with average length of service of 26.3 years. Results of the workplaces certification are compared in accordance with work conditions and occupational morbidity parameters.

The authors compared approaches to vibration safety regulations, presented by new Russian Federal governmental standards, international standards and rules from one hand, and by Russian Federal Sanitary Regulation documents from the other hand. Main directions to improve hygienic regulation of occupational vibration in new technical regulation system are determined.
