A safe and effective response to a terrorist/tactical violence incident involves the following critical factors: Identify and train all potential convergent responders. 2-in/2-out--your partner is your life; have a plan to rescue the rescuers. Orient all responders to LACES. ⋯ Control the scene and relocate/evacuate if necessary. Alert medical receiving facilities early in the event chain to enable them to prepare for a patient onslaught.
