[The tasks of the Federal Service for the implementation of the legislation of the Russian Federation aimed at optimizing the compliance and enforcement].
The priority of the Federal Service's activity in protecting consumer rights and human welfare is to execute a number of basic documents recently endorsed and directed towards observing the legislation on the optimization of supervision and control activities. To implement measures on the professional orientation and prehigher education preparation of schoolchildren and on the assistance with their entrance into the medical prophylaxis faculties of higher medical educational establishments within the framework of target enrollment, etc. is an urgent problem for the agencies and bodies of the Russian Inspectorate for the Protection of Consumer Rights and Human Welfare. ⋯ The better activities of the agencies and bodies of the Service will call for a set of complex tasks to be accomplished in the immediate future. The end result will depend on how competently, responsibly, and cooperatively the appropriate measures will be carried out in all the agencies of the Federal service.

Comparative Study[Effectiveness of the Federal Inspectorate for the Protection of Consumer Rights and Human Welfare in the Novosibirsk Region in 2007 to 2009].
A system for monitoring and analyzing the effectiveness and efficiency of the performance of the Board of the Federal Inspectorate for the Protection of Consumer Rights and Human Welfare in the Novosibirsk Region was introduced into its activities to estimate the provision of the Novosibirsk Region's population with sanitary epidemiological wellbeing in 2007-2009. The introduction of monitoring was ascertained to increase the effectiveness of budgetary fund surveillance and spending, by predicting the effectiveness and choice of priority lines of activities, by increasing the quality of budgetary services rendered in the provision of sanitary and epidemiological well-being to the population.

[Intralaboratory monitoring of the quality of sanitary-and-hygienic studies].
The authors shows their experience in organizing a quality system in order to verify the competence of a laboratory and to ensure the validity of study results in the Sanitary Laboratory of the Branch of the Center of Hygiene and Epidemiology in the City of Moscow in the Central Administrative District of Moscow in accordance with the GOST requirements 17025-2006 "General Requirements for the Competence of Testing and Calibration Laboratories".

[Monitoring of bacterial contamination of water reservoirs in the Rostov region].
The paper estimates the epidemic value of indicators for microbial contamination of waters from their main supply sources (waters from the Tsimlyansk Reservoir and the Nizhni Don River and drinking waters from the towns of Azov and Tsimlyansk) in the Rostov Region. The Tsimlyansk Reservoir water met the SanPiN 2.1.5.980-00 requirements for the normalizable indices of total coliform bacteria (TCB) and thermotolerant coliform bacteria (TtCB) in 54% of the samples; glucose-positive coliform bacteria (GPCB) and Salmonella were isolated in 100 and 60%, respectively. The Azov drinking water that met the SanPiN 2.1.4.1074-01 requirements for TCB and TtCB) was found to contain GPCB, Klebsiella, and Pseudomonas aeruginosa in 5.7, 4.8, and 3% of the samples, respectively Direct detection of pathogenic and potentially pathogenic microorganisms and the integral GPCB index are of the greatest prognostic value in assessing a microbial risk for waterborne enteric infections.

[Biosafety at the railway transport objects of the Russian Federation].
The results of a microbiological investigation of drinking water quality were analyzed. Water samples taken from the centralized and noncentralized water supply sources failed to meet hygienic standards in 14-18% of cases and those from water tubes did in 4-6%. ⋯ L. pneumophila strains were isolated from the drinking water of railway carriages. Proposals are given to improve railway sociohygienic monitoring.
