Humans experienced various disease pandemics in the history of the world. Disease can spread over the world more rapidly and in larger scale than in any other time in the past as the world is getting smaller. The World Health Organization established its innovative event-based surveillance system in close collaboration with many partners at global scale for early detection and rapid response to the public health events (PHE) of international importance in 1997. It has been being strengthened to respond effectively to PHEs in harmony with the International Health Regulations which were revised in 2005.

Prior to 2009, influenza pandemic planners had primarily planned for a virus that would originate in a location other than North America, giving public health officials in the United States time to determine its severity before widespread disease occurred here. Thus, response plans for schools focused on closure in the case of a severe pandemic and potential closure in the event of a moderate one. ⋯ Thus, as the pandemic unfolded, state and national public health entities found themselves adapting their recommendations for school closure. This article reviews Minnesota's experience with 2009 H1N1, focusing on the pandemic among school-aged children during the spring (April to August 2009) and fall (September 2009 to April 2010), and it chronicles how outbreak surveillance policies and recommendations for K-12 schools changed over the course of the pandemic.

[Monitoring and non pharmacologic measures during a pandemic virus (H1N1) 2009 in Spain].
Nonpharmacological public health measures are used to reduce exposure of susceptible persons to an infectious agent. Its use is recommended at the start of a pandemic, when the transmission begins, and the characteristics of the new virus are unknown. The National Plan for Preparedness and Response to Pandemic Influenza included the application of these measures, recommending the establishment of an Advisory Committee for implementation, with a multidisciplinary composition. ⋯ The impact on health will depend on how quickly they are taken and how people accept and follow them. Response plans should recommend its use, depending on the severity and characteristics of the new pandemic virus. The data analysis should be considered as part of the response, because the information collection and analysis will be key to advising health authorities on what measures should be adopted.

Against a background of pandemic threat posed by SARS and avian H5N1 influenza, this study used deliberative forums to elucidate informed community perspectives on aspects of pandemic planning. ⋯ The recommendations from the forums suggest that the implementation of pandemic plans in a severe pandemic will be challenging, but not impossible. Implementation may be more successful if the public is engaged in pandemic planning before a pandemic, effective communication of key points is practiced before and during a pandemic and if judicious use is made of supportive measures to assist those in quarantine or affected by social isolation measures.
