    Regulating managers. Rules of engagement.

    AbstractRegulation of managers would improve patient safety and managers' credibility. Removable offences should include improper conduct. Managers should be required to demonstrate competence in people management, finance and information services. A regulatory code should incorporate the values of integrity, honesty, openness and accountability. In the absence of a regulation system for managers, a medical manager struck off by the General Medical Council could go on to manage another organisation.
